The material of the pants should be made of the water-resistant shell to wick away moisture or any kind of humidity and keep the rider dry and warm.
Waterproofing is generally made with a membrane in the outer shell of the fabric like the GORE-TEX pro shell or an extra coating to keep it safe from moisture. The resistance of a fabric is measured in the amount of water it will hold before it leaks out.
If the material is rated 20k waterproof before it starts dripping, it means it will hold 20,000 mm of water per square inch before the fabric starts to leak.
The weight of insulation is measured in grams and higher the grams of insulation of the snowmobiling pants, warmer the pants will be.

Fabrics, like Polartec NeoShell, are both waterproof and breathable. The measurement is done by measuring how many grams of water evaporate in 24 hrs through the fabric. To cite an example, fabrics rated as 20k waterproof, pulled 20,000 grams of water.
